Roseburg Man Faces 120 Counts in Sexual Abuse Case

DCSO says the investigation involves a report of juvenile sexual abuse spanning approximately 11 years.

DOUGLAS COUNTY, Ore. — A Roseburg man has been arrested and lodged at the Douglas County Jail on 120 charges after deputies opened an investigation into a report of juvenile sexual abuse, according to the Douglas County Sheriff’s Office.

DCSO said deputies launched the criminal investigation Sunday, June 28, after receiving a report of “juvenile sexual abuse spanning approximately 11 years.”

According to the sheriff’s office, the report alleged that 57-year-old John Michael Kilby Jr. of Roseburg had engaged in “forcible sexual intercourse and other sexual acts with a juvenile known to him.”

 
 

DCSO said the reported conduct occurred while the victim was approximately 7 years old through the age of 18.

As the investigation continued, deputies developed probable cause to arrest Kilby. He was taken into custody without incident Wednesday, July 1, according to DCSO.

The sheriff’s office said Kilby “admitted to the allegations” during an interview after his arrest.

Kilby was lodged at the Douglas County Jail on 120 total counts, including:

  • Rape in the First Degree, 24 counts

  • Sodomy in the First Degree, 24 counts

  • Sexual Abuse in the First Degree, 24 counts

  • Unlawful Sexual Penetration in the First Degree, 24 counts

  • Incest, 24 counts

 
 

DCSO said the case remains under investigation.
